LCSA Constitution

1. NAME - The Club shall be called Laugharne Community Sports Association (LCSA).

 

2. OBJECTS - The objects of the Association are to encourage and foster amateur sport, particularly that of Cricket and Rugby Football through the Management and Maintenance of Wooford Playing Fields.

 

3. FOUNDER MEMBERS – The founder members of the Association are Laugharne Rugby Football Club and Laugharne Athletic Cricket Club, formally known as Laugharne Athletic Club.

 

4. MANAGEMENT - Subject to the-provisions of this Constitution, the control and management of the Association shall be vested in a General Committee which shall make rules, not inconsistent with the terms of this Constitution, governing the general principles upon which the Association's affairs are to be administered and managed with power to vary, alter, or revoke any such rules. The General Committee shall have power to summon a General Meeting of the Members of the Association at any time.

 

5. TRUSTEES (or DIRECTORS) - The General Committee shall appoint three individuals to be the Trustees (or Directors) of the Association for the purpose of entering legal engagements, holding securities, or any other purpose which the General Committee may from time to time determine.

 

6. PRESIDENT - The President of the Association shall be the Portreeve of the Laugharne Corporation.

 

7. THE GENERAL COMMITTEE

 

The General Committee shall consist of the Officers of the Associations – The President, as well as the Chairman, Honorary Secretary and Honorary Treasurer of both the Cricket and Rugby Football Clubs together with 3 members nominated by each club, total membership 13.

 

If any Club Member is not able to fulfil their role on the General Committee, the member club can nominate another member in his place.

Co-opt Independent Members          4 As and when required.

Members of the General Committee shall hold office for a calendar year but may continue to Act until the appointment of their Successors. They shall be eligible for re-appointment.

 

8. INDEPENDENT EXPERTISE – Additional members may be co-opted, by the General Committee, into the Association to give expert advice on matters relating the future field development of the sports field.  

 

 

9. OFFICERS OF THE ASSOCIATION - The Annual General Meeting of the members of the Association shall appoint Officers of the Association who shall be: The Chairman, Honorary Secretary, Honorary Treasurer, and such other officers as may from time to time be thought fit.

 

All Officers of the Association shall hold office until the next regular period of appointment and shall be eligible for re-appointment.

 

10. GENERAL COMMITTEE MEETINGS

 

Meetings of the General committee shall be held on the first Wednesday in each month, or as otherwise directed by the Chairman.

 

At all meetings of the General Committee the chair, shall be taken by the Chairman, or Vice-Chairman (selected by Chairman). Should neither be present the members of the General Committee shall select a Chairman to preside at the meeting.

 

Ten members of the General Committee shall form a quorum.

 

All questions arising at any meeting shall be decided by a majority of votes of those general members present, and in the event of any equality of votes, the Chairman of the meeting shall have a second or casting vote.

 

The meetings remain open to all club members, but question can only be asked by the general committee members.

 

 

11. APPOINTMENT OF SUB COMMITTEES

 

After the Annual General Meeting of the Members of the Association, the Committee shall select and appoint from the Members Associations such Subcommittees as may be deemed necessary for the good and property management of the Association. The decisions of the Committee and its Sub-Committees shall be by bare majority, unless otherwise stated in these Rules, but the decisions of the Sub-Committees will be subject to confirmation by the General Committee. In the event of a tie, the Chairman of the meeting shall have a casting vote, whether he shall have already voted or not.

 

12. ANNUAL GENERAL MEETING

 

There shall be an Annual General Meeting of the members of the Association in the months of September or October in each year, at which Officers of the Association shall be appointed in accordance with the rules of the Association.

 

The Annual Reports of the Honorary Secretary and the Honorary Treasurer and the accounts of the Association shall be received and considered and at which any member of the Association may raise any point for discussion bearing upon the conduct and management of the Association.

 

Ten committee members from each Founder Club shall form a quorum (Total 20 members) for an AGM.

 

13. AUDITORS - The Association's Auditors who must be professional Accountants, shall be appointed at the Annual general Meeting.

 

14. INTERPRETATION OF RULES - The Committee shall be the Sole Authority for interpreting the Rules Bye Laws and Regulations of the Association and for settling all disputes relating to the affairs of the Association.

 

15. ALTERATIONS OF RULES - These rules shall not be altered rescinded or added to except by a Resolution carried by two thirds of those present and voting at a General Meeting on a Motion, notice of which with the names of the proposer and seconder, shall have been given in writing to the Honorary Secretary at least seven days before the date of such meeting.
